Annexure Rule 17 BPEE "A Menace"

Yes! You heard and read well, it is Rule 17, a draconian rule, that relatively depicts its inherent meaning i.e.; “one reserved categorist is legal for ruling 17(seventeen) general category students in JKBOPEE PG(MD/MS) Exam. The panorama of the present treatment with people like medicos can be compared to plight of civilization during the reign of the Rams2(Pharaoh), where these two periods of time simulate each other for miserable life of innocents. Rationally a state of perplexing, one finds awfully hard to discover stability in the malignancy of stereotyped dogma, because the candidates belonging to reserved categories enjoy esteem over the most proficient and hold the cachet. Being a novice in medicine, it becomes an ambiguous concern for me to present the manner of the government demonstrating progress of our state. But it is not a matter of incongruity; you stumble on quid pro quo of everything here, be it in medicine, law or education et cetera. You can glimpse on the skewed growth in every aspect.This dilution of intellectuals in different fields has led to somewhat unlocking of the professed Pandora’s Box where Murphy’s Law applies only to the creamy layer, who are incurred to bare the utmost disgrace. Referring to the context, I exemplify the reality of prejudice being offered to the OM Students in PG (M.D/M.S) entrance examination conducted by BPEE. Instead of the fact of sharing the same atmospheric umbrella of exposure, knowledge, faculty and expertise, candidates from reservation categories’ are still benefited after completion of their medical schools! If they are considered to be contenders of equivalent faction as that of creamy layer by MCI and are titled to gyrate along the horizon of same arc, then why is there discrimination or chauvinism? Not enough, the reserved category students get pleasure from the Mendelein legacy of their descent at the time of counseling, posing peril (rule 17) to the OM candidates and in its place of having privileged position/marks are coerced to opt for the streams infra-dig to their merit. In respect to this reversion, there is no pragmatic solution from authorities. Amplifying in converse, the system sustains them to reach their heights and latitude of hopefulness. In view of the trouble of OM students at the time admission in medical school, we can see the endeavor put by them in getting selection. After getting admission and meanwhile during training, a poor OM student comes to know about the ripple effect of being OMtians, where Rule 17 dominates his psyche. In order to get PG seat they have to outlay vital part of their life in the scorching scuffle of competition where Darwin’s theory of natural selection plays the role i.e.; survival of the fittest. This is not incorrect, but essence of competitive exams, in order to eliminate square pegs from round holes, provided there is no nepotism among participants. But if we look into the matter through a pin hole then it is undemanding to conclude that, in case of competitive exams here the general category and other categories behave like two miscellaneous species, hence there is no natural selection but artificial selection. It seems to be just a conspiracy to devalue the talent pool while human resource. Pardon me! My analysis is not to craft a social racism but to the overtone the weight of the competitive exams likes PG(MS/MD) entrance etc. At the end I request BPEE to introspect into the situation to have amendment of the RULE 17 as reservation like this at PG (MD/MS) level is a bias in the delivery of health system.
